Buildings are responsible for 40% of total energy consumption in the EU. EU policy has prioritized housing and citizens exposed to greater energy risk, with the aim of developing effective building renovation strategies. In accordance with the principle of “energy efficiency first”, priority should be given to the renovation of buildings when discussing general solutions to energy poverty. This should focus first on the least efficient building stocks and address the dilemmas of shared incentives and market failure.

CESSEN-BENDER’s main goal is to empower and support vulnerable homeowners and tenants living in Soviet-era apartment buildings in 5 CEE countries: Croatia, Slovenia, Estonia, Poland and Romania. The main purpose of this project is to help them through the renovation process by identifying the main obstacles and creating trusted support services involving the homeowners, their associations and building managers. For the 5 pilot areas, we will produce at least 30 building-level plans detailing the technical details for renovations. We will train at least 3,500 apartment owners, landlords and building managers on the legal, financial, technical and other aspects of energy renovations.
